The South African tax system doesn’t fare too badly on the international comparative approach, says SAIT CEO Keith Engel.
The one that’s always a threat for any tax system is the informal sector, and that was one of the things the Commissioner mentioned – that we have to make sure we extend the formal sector, because a large informal sector means you are outside the net.
But, to be fair, the problem in the South African economy is we have two economies. And the problem is the second economy is much weaker, and that is a threat. It’s much worse in Africa, where you find that the tax base is far too narrow. That is the biggest issue that we have to worry about economically.
